Portage DD Request for Proposal (RFP) - Emergency Respite

The Portage County Board of Developmental Disabilities (Portage DD) is requesting written proposals from qualified agency Medicaid waiver providers or ICF providers to partner with us for emergency respite. This would-be short-term emergency respite until we can find a permanent place for the person with a developmental disability. The normal waiver rates would be paid to the provider. The contract with the provider would be to ensure that there is staff and a place to stay when that emergency occurs. The biggest areas of concern are when we have emergency calls on the weekends, holidays, and late on the weekdays when staff are not working. The objective would be to partner with a provider to essential hold a spot for someone when or if that emergency occurs. The provider would be paid regardless of whether any emergency occurs. Once the emergency occurs, they will also get paid the normal waiver rates for staffing of the person. We would call this provider as soon as an emergency occurs and work out an arrangement for that person to be placed the same day. The intent would be mainly for adults. We would however also contact the provider that we partner with first if there was a child in need of emergency respite to see if they could assist. The provider would be obligated to assist with the adult but not with the child. It is the intent of this program to provide a local respite option in times of crisis to assist the SSA department with having an agency to utilize when this need arises. Once the person is placed in the emergency respite the SSA will work quickly on the next business day to find permanent placement, possibly with the partner we partner with, if that is an option.

Sealed proposals are due on July 30thth, 2021 by close of business.
